I do not know if the bitten man, (if he was bitten), is a terrorist. I would assume that lots of people get detained. Some of these prisoners are going to be car thieves. Some are what we call suspects. But not all people arrested are guilty. You may be right; this man may be a terrorist. But at this stage, we should probably put terrorist in quotes. Okay, lets call him an alleged bad guy.

Seriouslly, according to the Taguba report, they were housing prisoners of war, street criminals and insurgents in a confused setting.
As to the biting, Taguba lists: l. (S) Using military working dogs (without muzzles) to intimidate and frighten detainees, and in at least one case biting and severely injuring a detainee;
in the section of
6. (S) I find that the intentional abuse of detainees by military police personnel included the following acts:

Taguba report, this was supposed to have occured in Tier (section) 1-A of the Abu Ghraib Prison (BCCF).
It appears, according to witness statements in the report, that no "normal prisoners" were housed in that area. They were all MI holds.
