Some of these prisoners are going to be car thieves. Some are what we call suspects.
Apparently, according to the Taguba report, this was supposed to have occured in Tier (section) 1-A of the Abu Ghraib Prison (BCCF).
It appears, according to witness statements in the report, that no "normal prisoners" were housed in that area. They were all MI holds.
