Levin: don't seem to be aberrant. Gonzalez wrote in memo decision against Geneva Convention affords flexibility. Sends message to the world that US does not feel bound by standards of conduct.
How far up the chain was there explicit or impl. knowledge of abuses? Why were military police subjugated to military intelligence? How is in our interest to have civilian contractors conduct interrogation? Military authorities don't have the same authority over civilians.
