The CHAIRMAN. The Congress cannot directly under our system negotiate a cease-fire or anything of this kind. Under our constitutional system we can advise the President. We have to persuade the President of the urgency of taking this action. Now we have certain ways in which to proceed. We can, of course, express ourselves in a resolution or we can pass an act which directly affects appropriations which is the most concrete positive way the Congress can express itself.

But Congress has no capacity under our system to go out and negotiate a cease-fire. We have to persuade the Executive to do this for the country.

EXTRAORDINARY RESPONSE DEMANDED BY EXTRAORDINARY QUESTION

Mr. KERRY. Mr. Chairman, I realize that full well as a study of political science. I realize that we cannot negotiate treaties and I realize that even my visits in Paris, precedents had been set by Senator McCarthy and others, in a sense are on the borderline of private individuals negotiating, et cetera. I understand these things. But what I am saying is that I believe that there is a mood in this country which I know you are aware of and you have been one of the strongest critics of this war for the longest time. But I think if we can talk in this legislative body about filibustering for porkbarrel programs, then we should start now to talk about filibustering for the saving of lives and of our country. [Applause.]

So as soon as JFK takes over in the White House, all he needs to do is request a list of Osama's demands, accept them all without a peep, and all of this exaggerated terrorism business will fall by the wayside, replaced by everlasting brotherly peace and love between the new Islamic States of America and all of the Muslim nations.

As much as I despise F'ing Kerry I have to say the picture looks doctored to me. Did the buffoon have his mug pasted in to the group to make his antiwar significance seem greater? I wish I could get a copy of this book to read.

IF JFKerry had this tight of connections with North Vietnam, then there might be a Soviet connection hidden in the pile.

BTW thank you Hon for posting this article and keeping this issue on the front burner. Kerry should have never been allowed to spread those vile lies in 1971 about the American GI's in Viet Nam. I walked point for the 1st Battalion, 5th Marines in 1969 and 1970 and I had access to Marine Corps intelligence during those years and I can tell you unequivocally that there were no "mass atrocities" or drugs allowed in the bush in Marine Corps grunts units. PERIOD! Kerry is a bald faced liar and scandalous traitor! And that's the bottom line. Kerry should have been investigated, indicted, tried and probably convicted of TREASON! Semper Fi, Kelly

Great find. It confirms what we expected when we learned that the VVAW met with the NV and VC in Paris, as did Fonda. Kerry has an extensive public record, which should prove to be a gold mine in terms of campaign material.

Hopefully, the GOP will develop a coordinated strategy to use this material to the best effect. Kerry hasn't even been nominated yet, so I believe it would be wise to wait until Kerry is nominated before launching into a real attack mode. Again, thanks for a great find.
