Wesley Clark pledged Saturday to "get our balance right" by stemming illegal immigration while allowing immigrants to earn citizenship over time.
Appearing in this military community near the border with Mexico, the retired general said, "We are going to control our borders, going to work with the government of Mexico to stem what's going on down there because we have to."

Clark is a nut, but this is a very smart move And how is this different from Bush's proposal?
In one way, he says citizenship, Bush never mentioned citizenship. If they want citizenship they have to go back to their home countries and apply.
But what the hey to the anti-Bush bandwagon, they will take the red meat and be ignorant of the facts.

Money sent back home to Mexico provides the second largest national source of income. And in addition to losing all that income, if they stayed home they might cause trouble for the Mexican government which has always been near-legendary for corruption.
There's no way Fox will actually work toward stemming it; the effort will have to be uninilateral from our side, and Fox has gripped mightily about the current border patrols.
