President Bush signed the workplace verification bill to prevent hiring of illegal Aliens S. 1685, the Basic Pilot Extension Act of 2003, was signed by President Bush on December 3, 2003. It extends for five years the workplace employment eligibility authorization pilot programs created in 1996. It expands the pilot programs from the original five states to all 50 states.
It's voluntary, and doesn't prevent anyone who wants to break the law from breaking it. It has no teeth.

It finally allows honest employers, such as my own company, to verify the documents that we are given by prospective new hires. Thus, it is an improvement over the past, but obviously not a panacea. Rooting out forged and stolen documents is an improvement, after all, but clearly this system in and of itself isn't going to cut down on unscrupulous employers' activities.
