Its a 100% photoshopped image (link) assembling multiple rally crowd pictures to give the impression of Hillary Clinton in St. Petersburg.
Hillary is holding a rally at the St. Pete Colliseum in down town St. Petersburg. Located at 353 4th Ave North, the Coliseum venue holds approximately 4,000 people. Hillary Clinton didnt come close to filling it:

I found a photographer, Enrique Shore, album page, with a few photos from the NY primary rally, it looks like this guy may have taken the photo in The Hill tweet. The specific photo isnt there - but looks like his style and it looks like he is retouching the photos afterwards.

His live shows were very different from his recordings, as there was a lot of jazzy improvisation...of course, it was a long time ago but I still remember the revolving stage at the South Shore Music Circus where I was sitting very close and he would roll by right in front of my eyes!
