That section authorized the executive branch to issue detailed regulations on the subject, found at 31 CFR 130.120-121. It's an easy decision for Mexico: make a one-time payment of $5-10 billion to ensure that $24 billion continues to flow into their country year after year. There are several ways to compel Mexico to pay for the wall including the following:

Hey. DETAILS. The one thing I've been critical of in Trump's campaign was that he carefully avoided getting into any details of his plans.

Sounds like he's been thinking about this a lot more than we realized.

OH.. no no no no no .. I’m not talking about a high-tech fencing system. No cameras, no sensors... it’s all crap.

When I say “Virtual fence” I’m talking about how the Mexicans and Americans are so aligned with border security that we “virtually form a wall”.

Not “Virtual Reality” wall or anything. I’m talking about a procedural wall.

You don’t think this massive invasion along our southern border is an act of war?

And of course he has other methods that he is not publicizing, as Trump believes in not telling your opponent your every move in advance. So it could be any of these, something different, or any combination of the above.

The point is - Mexico WILL pay for the wall. And if he wanted to stimulate the economy in a real way, prior to the election open up a website for potential wall-building contractors to register their interest. He’d have thousands of blue-collar employees who work for those contractors lining up their friends and neighbors to vote Trump!

Ok, I misunderstood what you meant. I don’t see the Mexicans ever participating in border security. Even if we pressure them to do so; they are so corrupt, the country is in operational chaos so they would not be able to be effective.

We can effectively secure the border, if the will is there. I know it is possible. From time to time in different areas it has been secured for periods of time. It is doable with a multi-layered plan at the border and inside this country. Take all the carrots away and start using our laws as sticks and all but the hard core human and drug smugglers would stop trying. With the numbers down there would be far more available resourced to deal with them.

“you don’t think there is such a thing as economic warfare?”

Not that is an act of military warfare. Countries go to war for all kinds of reasons but economics is no excuse for war.

“What do you think the A-rabs are doing to us right now with the low price of oil?”

Again, we use the term “war” just a bit too much. Drama queens all. Are you saying we should invade SA?? Really??

Grab the money, build the wall, and make getting any of the leftover money incumbent on the illegals picking it up in Mexico.
