Well, the dems had to do SOMETHING to distract people who give GWB a 90% approval rating. It'll be interesting to see what making up a win for Gore will do to the polls. It may boost GWB up to 95% when voters consider that Gore (eek!) would have been in charge today if those over/under/around/through votes were counted.

Furthermore, there is 8,000 votes that even Bob Beckel (of kidnap the electors) fame said were denied to Bush by the early call of Florida for Gore.
In short, they could not cheat it enough to make Gore a clear winner, but they gave Terry McAuliffe just enough to hang his hat on.

The margin of error is created by the way that the ballot is cast and counted. Later counts create different errors. The complicated machinery--or process if you prefer-- simply broke down. All its deficiencies came out under stress. People who did not know how to cast a ballot; machines that misread ballots' volunteers/paid workers who didn't know what they were doing; a "glut" of voters in some polling places. Murphy's Law. Think War. But I will say again and again: If Al Gore had won Tennessee, Florida wouldn't have mattered. The guy is a cold fish and deserved to lose.
