OK, folks....I have posted this on a couple of threads....but someone suggested I make a thread of it...here it is:

The anthrax scares of the past 10 days has prompted many to ask questions.

Why would they target with an anthrax delivery device that won't kill a lot of people?
Why are they targeting the media?
Is this related to 9/11?
What's with all the white powder?

Let me lay out the theory:

The media is a target for a very specific reason. This prevents the government from covering up the details. This is why they went after the sensationalist media and why they went after a major broadcast network. The delivery system is designed not to maximize death, but to make us "anthrax aware"

Reportedly, the anthrax was mailed in a white powder. Along with the actual cases, we are finding cases of white powder mailings with no anthrax. Many have speculated that the white powder is done by sick pranksters. I think this is an impossibility. Let me explain...

We learned about the white powder on Monday evening (via Newsweek). Tuesday, we saw several packages and envelopes with white powder show up. It is nearly impossible for a prankster to gather themselves quickly enough to do it. There is a plan in action:

Part A:) mail out packages with anthrax contained in a white powder.
Part B:) mail out packages without anthrax, but with the white powder.

What does this do?

CDC has to investigate each of these powder instances. This will strecth thier resources. If enough actual anthrax envelopes are sent out, the US mail will be severly slowed or stop al together. This will have a massive effect on our psyche, our economy and our Law Enforcement community.

What they will do is play the Anthrax Russian Roulette with these packages until the fed decides to start issuing massive amounts of antibiotics to the populace...therfore reducing our supply.

Now, with antibiotics increasingly rare and the CDC and other departments stretched to thier limit...the terrorists are free to strike a full scale bio-attack and us unable to treat those infected.

perhaps you misunderstood me...the quickness of which I was referring to was the idea that Tuesdays mailings were "Hoax copycats" and that was the impossibility I was referring to. Anyone who received a white powder on Tuesday would almost have to expect that it came from the same group as the anthrax. The white powder didnt become public until late Monday. Anything after this could be copycats or the like...and I think the terrorists would be counting on that.

Congrats francisandbeans, WELL DONE!

I believe you have a valid scenario here. However, a few comments (this being FR after all) are in order.

First, just because 9/11 ocurred, we did not have a miraculous outbreak of sanity in the US. All the Nuts& Fruitcakes are still out there. The progressive grand social experiments of the last 30 years have insured that said Nuts and Fruitcakes are in the general society, not in locked wards.

Anytime we have a particularly serious occurrence, we have a load of "copycat" actions by the above deranged individuals. Fortunately, today, PC is pretty well suspended by the average American. Solution: Treat "copycats" same as a real terrorist, short, sharp, and permanent. End problem.

Second: Why the heck are we not rounding up and deporting anyone from the middle east suspect countries who are here on visas (expired or otherwise) with the obvious exception of Israelis. Yes it is racial and ethnic profiling, but it would go a long way toward making the Americans feel safer. This should have began on 9/12 and been completed by now. It also would give American citizens a better shot at the positions vacated by said visa holders.

Third: Stop ALL immigration until this crisis has been controlled. Close the borders. You want to sneak in? Smile for the starlight scope, end of problem.

Fourth: Tell the public the damn truth. We are adults and can handle it. Don't get the "deer in the headlights look" and say "there is nothing to see here, move along"

Fifth: DECLARE WAR, FORMALLY
this would allow extraordinary war powers but put a finite end to these powers once the state of war no longer existed. No legislation that is impossible to get rid of once passed into law. There is nothing in the Constitution which limits the declaration of War to a country. We can, and must, declare war against terrorism in general and the country(ies) sponsoring terrorism officially, the way authorized by the Constitution, by Congress.

Sixth: keeping with the above, get some spine and resolve and respond to an attack of WMD in kind. IMHO, green glass looks very attractive in satellite photographs, and also sends a permanent message that the reciever cannot refuse. We pretty much are aware of the big source of ChemBio and possibly Nukes in the mideast. Deal with it at the source. I do not feel very humanitarian at this stage.
Collateral damage is a fact of war. We have to deal with this. We face the same basic equation which existed at the end of WWII. We have an enemy of fanatics who, like the enemy we faced at the end of WWII condones suicide as a viable weapon. There is no way to completely defend against a suicidal enemy. We face a possible ground action, against probable heavily fortified, booby trapped caves and bunkers in extremely hostile terrain , and regardless of the sucess of such an operation, we will have a large casualty count at the end. The use of a weapon which would save a large number of American lives instead of a Vietnam style war of attrition becomes more attractive by the second.

While the "white powder" in a large number of cases may prove to be inert, someone is probing, and diverting many assets away from real problems. Stop the BS and the PC, and get the job done, for once and for all. Permanently.

We know that Atta met with Iraqi intelligence six months ago. We know that Saddam Hussein's regime will likely be a target in the War on Terrorism as the campaign progresses. We know that the terrorists were researching crop-dusters and "wind patterns." We know that Iraq has extensive stocks not only of Anthrax, but of other, potentially much more terrible biological and chemical agents.

For some time I have suspected that bin Laden and Hussein have been working on a paralell track. I think when the history of this war is written, we will learn of Hussein's intelligence personnel showing up in Southeastern Afghanistan in the last six months of 2000.

Atta was an errand boy, a senior errand boy, but an errand boy nonetheless. He knew about the plan, and now he is dead.

Dead men tell no tales.

The Bush administration knows that Hussein was probably in on this. That's why Powell hasn't quite been ruling him out. Hussein also knows that he might be a marked man, so he might want to get his licks in first.

One problem. He may have signed on to an attack on the United States homeland using biological mycotoxins. If we find out about this, we may decide to sit on it and simply have him assassinated by the Israelis after bin Laden is killed. Why? Because an attack on the American homeland with WMD requires a nuclear response. I don't think we're ready to go there, yet.

Now I suspect that we know where his biochem stuff is. I also suspect that we want to knock of Binnie and his Boyz first. A lot depends on how far Hussein and bin Laden decide to go. If Hussein and Binnie decide that Smallpox is their Thing, we'll have to nuke every high value target in Iraq worthy of the name, just to set an example. If that happens, believe me, the rest of the Arab World will put this jihadist nonsense to bed real fast. In other words, brown pants will suddenly be all the rage among Arab men. If they decide to piddle around with this anthrax nonsense just to throw a scare in them, we'll let Hussein off the hook with a dead bin Laden and a defunct al-Quaeda.

One other thing. Condoleezza Rice spent much of the 1980's in Nuclear Targeting at the JCS. I strongly suspect that she has been a busy little bee lately in that regard.

That's where it stands as far as I can tell.

What we really need to do is to start an emergency vaccination program for smallpox, plague, and anthrax. Put a fire under the CDC and get everyone vaccinated as quickly as possible. That makes the US a harder target to kill.

I am sticking with my initial assumptions of this being a diversionary tactic. I think they would target news organizations so those same organizations would freak out about Anthrax and report on it all the time, freaking out the general population therefore diverting our focus from alot of other things. Here everyone is checking their mail with 10 foot poles, wary of the white powder envelope. And here comes the FBI with the warnings of attacks to come, people are thinking Anthrax. I think if anything else is to happen its going to be way unrelated to what most people are afraid of and probably have nothing to do with white powder, the mail, or Anthrax.

Like I said, my opinion, take it with a grain of white powder.

We're on the same page. I still think copycats mailing locally could have responded monday night and, with a little post office luck, gotten their stuff delivered tuesday afternoon. That's what happened when I sent out wedding invitations, dropped them in the corner box around 7:45 AM, went about my normal life, swung by a friend's house about 3 that afternoon and they handed me their RSVP, the mailed RSVPs started arriving at my house the next day with a big bunch on invite day +2. Really it all depends on the postmarks. If the "safe" ones that arrived tuesday were postmarked ANYWHERE other than the city they were delivered in, you're right they were part of the real attack; if the postmarks were in the "target" city probably a copy cat hoax (can't entirely rule out a rather large org sending everything locally). Of course the FBI is never going to let us see those postmarks so this can never go beyond conjecture.

The biggest thing to me that indicates that, at least the main attack, is from a sizable organization is that they had anthrax in the first place. Admittedly it's a naturally occuring thing (haven't seen any indications that either found strain was "weaponized"), but you gotta scoop a lot of poop to find it in the wild (or however it get's out of the animals). So either it was stolen from a lab (not easy), purchased on the black market (expensive), or they had a lot of people collecting goat crap looking for the magical spores (talk about a thankless job, if you're the lucky winner it could kill you). The mailing will only indicate the size of the organization through the postmarks, which will give not only location but date and time which will help with the incredible timing vs really fast post office vs knew to send fakes when first announcement came discussion.

Gov. Davis called an emergency meeting of all State agency mailroom supervisors at 1 pm this afternoon. No specific details yet, but supposedly all State mailrooms are to stop opening mail. Again, no details on how long this will be in place.

Correspondence is faxed or emailed, packages go commercial. Only thing I get via U.S. Mail is bills and Class IV junk, none of which could be labeled "suspicious" and all of which are easily recognizable.

your answer is in your post...you receive bills...you also use the mail system to send out payments. If the mail service is stopped, companies will not get thier funds.

Interesting theory... but is it reasonable to assume that the U.S. wants to get rid of Hussein? Obviously, we wanted to keep him in power back in '91. What has changed between then and now that suddenly we want him dead? Wouldn't killing Hussein create greater problems -- not knowing who the next leader is and what he might do.

As long as Hussein lives, the U.S. has a reasonable cover for maintaining a powerful presence in the region as a big-stick protectorate of Israel. Seems to me we want to keep him in power.

On the other hand, with the newly developed resistance we are seeing from the Royals in Saudi Arabia, it may become necessary for the U.S. to establish a series of military bases in the region which do not require permission for use from regional authorities. This might be accomplished by invading southern Iraq. Permanent bases in such a position would be strategically located on the gulf with direct access to Saudi Arabia, Iran, Iraq and Syria.

No, they will find another method of billing (they always get their money.) Commercial carriers, in person payment centers, online billing, direct transfer, etc. Believe it or not, there are many people who never receive or pay a bill by mail now. I don't see it as a show stopper.

Credit card companies will probably be the worst hit under your scenario, but they deserve it and it would solve the mounting problems of bad debt and over extended consumers. :)

Seriously though, sense most credit cards are issued by the bearers bank, direct payment seems reasonable there also.

One interesting question I have not seen answered is exactly how all these mysterious letters were delivered? Are we assuming that they are USPS delivered? Were some of them sent via courier or other means? I have not heard that the CDC has quarantined any Post Offices as a result of these incidents. If they have the letter and checked the postmark it would seem that they would want to check that post office. I suspect these letters were not part of a commercial bulk mailing and might not have actually been US Mail.

That would be an interesting fact to add to this whole situation.
