While your point is a good one (I remember the rush to judgement after the Oklahoma City bombing, many assumed it was Arab terrorists), this APPEARS to be anything but the workings of some disgruntled domestic group:

• The World Trade Center was attacked by Arab terrorists once before, so we know it was a target of choice for them.
• Who else regularly employs suicide attacks?
• This was obviously a well-planned and well-coordinated attack requiring a lot of money and preparation--consistent with PLO/bin Laden type operations.

I agree we should investigate thoroughly, and, when we know who is responsible, exterminate.
