I have a better idea:
The Freedom Fund
Invests in countries and industries in which governments are loosening their grip. Tax cuts, regulation elimination, increasing competition and freer trade are investment criteria. The Hoover Institute and The WSJ economic freedom indices will be a key driver.
When New Zealand and Chile reform their economies, we invest. When France clamps down, we dis-invest, and possibly sell short.
The Freedom Fund: "Effective Returns, Moral Basis."

Alcohol, tobacco and firearms...
The alcohol and tobacco will be great trade items in times when you really, really need firearms.
