Depends on what you mean. According to the articles cited, the regulations simply expanded those who could keep guns in their homes to reservists who had reached the rank of Major, and veterans.

"Easily obtainable" and being allowed to keep guns in your own home are not mutually inclusive. Yes, citizens can borrow weapons if they are trained and if they are travelling to a dangerous area. They may not keep firearms in their own homes unless they are of the military or police class.

I have been wrong before. Do you have a link to the law itself? It was one of the Israel seminar posters who explained the law to me and many other articles have confirmed that fact. Cato doesn't go into who can keep guns in their homes. The law does.
