Pope Leo XIV appointed a synodality enthusiast who accepts as “open questions” the possibilities of Holy Communion for unrepented active homosexuals and the “ordination” of women to the diaconate.
The Vatican announcement was issued Monday that Bishop Pedro Luis Fuentes Valencia, C.P. was named Military Ordinary for Bolivia, ending four years in which the Passionist prelate had governed the same jurisdiction only as apostolic administrator while remaining auxiliary bishop of La Paz.
The Holy See Press Office identified him as titular bishop of Temuniana and noted that he had represented the Bolivian Episcopal Conference at the Synod of Bishops in Rome in 2023 and 2024.
Reporting from the Paul VI Hall in October 2023, the Bolivian bishops’ conference quoted him describing the opening retreat with discussion themes including “losing fear, (and) having the courage to make a different Church.”
At a June 2024 workshop, Fuentes claimed that the novel synodality process somehow played a part in the very identity of the Church. “We are speaking of the nature and mission of the Church: all the baptized walking together in the proclamation of the Gospel.”

A month later, on July 30, 2024, he proposed to priests of the Archdiocese of Cochabamba, “The Synod on Synodality is a way of being Church.” Synodality, he added, “is the identity the Church has — of listening to one another, sharing … walking together, listening together, maturing together, growing together.”
With regard to the reception of Holy Communion for couples living in objective adultery, “those not in full Communion with the Church,” including members of the “LGBT community” and their desire to enter into Communion with the Church, while maintaining their objectively sinful lifestyle, Bishop Fuentes reported from Rome that this question “remains under debate and the topic remains open.”
“But to enter into Communion there must be a reflection on life, not so much a moralistic one, but on what it means to be a Christian; that is the path being taken — what it means to be baptized and to be a follower of the Lord,” he conveyed in October 2023.
The same pattern appears in his remarks on ministries. At Bolivian Episcopal Conference roundtables in La Paz on July 24, 2025, marking 10 years since Pope Francis visited Bolivia, Fuentes argued that the Church must be “eminently missionary and synodal,” fostering co-responsibility among “all the baptized — lay people, priests, religious, and bishops” in the mission of evangelization.
Lay ministries, he said, “arise not to replace priests but as expressions of the common priesthood received in baptism.” He added that Francis “has promoted the institution and recognition of specific lay ministries, such as that of catechist, and has opened the debate on the participation of women in ministries such as the diaconate, although these topics remain under discussion.”
Pope Leo XIV has received criticism for other episcopal selections, including Bishop Lizardo Estrada Herrera’s appointment to auxiliary bishop in Cusco, Peru, in August just weeks after he attended a Pachamama ritual.
In February, the pope elevated Archbishop Francesco Soddu to Metropolitan Archbishop of Sassari, Italy, after attending a Masonic lodge opening, and after refusing to approve bishops of the Society of St. Pius X for consecration, Leo has given his blessing to several bishops selected by the Chinese communist government.
