Haman first appears in the Torah in the garden, in the context of the serpent's subtle, passive directive to eat of the wrong tree. He didn't outright tell Eve to eat of the forbidden tree.
Presented with an opportunity to draw her own conclusions, Eve made that decision "all on her own". And then to make matters worse, who ever listens to his wife?
Here is the reference that places Haman in the garden.

Haman [המן] also spells the manna:
Num 11:9 And when the dew fell upon the camp in the night, the manna [המן] fell upon it.
Haman is also a word play on the man (-ה is the noun prefix letter meaning "the", ha), and human ( hu הוּא is the word for "he").

6 years! That's the number given, although opinions vary. The wait was years, though. How many people died while waiting?
Shall the earth be made to bring forth in one day [day one, יום אחד]? Or shall a nation be born at once? (Isa 66:8)

While it may take months to see a specialist, "the median wait time between first request and referral was 1 day" for Canada's free death health care system. Beat that or die trying.
Systems: vast networks of anonymous human bureaucrats who get away with anything and everything under the cover of faceless, nameless, unaccountable, established machines that appear to have indestructible lives of their own. Consensus influencers repeat the party lines with impunity, because none wield any detectable levels of power on their own.
What are they? Who are they?
It's the simple meaning: THEY
Everyone knows this.
It's always the nebulous THEY who is *directly responsible* for the enslavement and never-ending horrors perpetrated by systems.
THEY has a name..
Even the alphabet people have jumped on board by demanding agreement with their delusional abuse of language. THEY as single individuals are THEY as well. We are expected to accept that a plural entity is a singular person. Or is it the other way around? No questions are tolerated. (S)he = they, or else, because
THEY is *the* chief protected class.
And that's how THEY gets away with murder on any number of levels. That's THE Y for why it is important to name names, because the name of exactly who is responsible has been provided all along.
Who can keep account? Ask a Hebrew, because
in Hebrew, they is either hem or hen -- הם (masc.) or הן (fem.)
(ם is the form of the letter mem מ when it appears at the end of a word; ן is the letter nun נ when it appears at the end of a word.)

It is kind of rude for some to snark at others for positing a “they” without being able to name that They. The ability to identify that a problem exists is independent of any ability to find either a cause or a solution. Smelling a rat is only a first step, to motivate those better able to bring things aright.
“They” is of course simply the nebulously named arch-troublemaker but by taking “they” at face value “they” is revealed as none other than Haman.
Your use of the word “rat” inspired me to check Google Translate to see what it would say for “rat” (I gave it no context, just that one word.)
I expected the default result to be the rodent, but it gave me this up front in the translation box:

Yet to examine the Hebrew word(s), just a little scratch and what do you know, it’s Haman.
Not much interest in the subject, from how things appear.
And then to pick up with the Hebrew word that corresponds to trans — עבר , ever — it’s the root of “Hebrew”, one from beyond, just the type of person who goes beyond the call of duty.
Thus we have English words like transcendence.
The larger picture here is that Aaron’s serpent-rod swallowed up the inferior serpent-rods that had been produced by the Egyptian magicians.
The established regime was slow to catch on, however.
