Acts 16
Timothy Joins Paul and Silas
16 Paul came to Derbe and then to Lystra, where a disciple named Timothy lived, whose mother was Jewish and a believer but whose father was a Greek. 2 The believers at Lystra and Iconium spoke well of him. 3 Paul wanted to take him along on the journey, so he circumcised him because of the Jews who lived in that area, for they all knew that his father was a Greek. 4 As they traveled from town to town, they delivered the decisions reached by the apostles and elders in Jerusalem for the people to obey. 5 So the churches were strengthened in the faith and grew daily in numbers.

Fifty years ago, I worked for the Telephone Company. One of my duties was to collect overdue bills and threaten termination of telephone service if the bill wasn't paid. Every once in a while I would find a handwritten note on the billing record, cautioning me to handle the account with kid gloves because the customer was a Newspaper Editor, a Journalist, or a TV Broadcaster. Since the Telephone Company was a Regulated Monopoly, they were very vulnerable to criticism from the Media. Nobody likes monopolies, so a single article in The Boston Globe or a feature on the Six O-Clock News could really cause problems.
There is a saying that is attributed to a number of sources, which means that nobody knows exactly where it came from. The saying goes like this:
Never argue with a man who buys ink by the barrel.
In the days of newspaper journalism, a publisher or editor had an amazing amount of power. One perceived transgression could be circulated forever, and scandal could totally derail a person's career and make his life miserable.
Even after arguing successfully against requiring circumcision as a prerequisite for joining the Christian Community, Paul was faced with a dilemma. Timothy, was "technically" Jewish, but was not circumcised.
When I went to Israel back in 1984, I was very careful about my clothing. The Churches and Synagogues were not shy about expecting respectful attire, and one could not walk around certain neighborhoods with bare shoulders or knees (no shorts or tank tops!). At the Western Wall, both men and women covered their heads, and these were provided if you didn't have one. In the churches, men were expected to remove their hats, and the mosques required that you remove you shoes. Even Heads of State wear a head covering when approaching the Western Wall. That's just the way it is.
While we may cringe at Timothy's decision to undergo circumcision as an adult (without anesthesia I assume) we can infer from the context that he allowed this to make him more effective in reaching all people in his community. His case was a little different because he was the child of a "mixed marriage" and his mother was Jewish. Traditionally, that meant he was too. And yet, he had never been circumcised as an infant. This could have caused scandal in his own community because people knew him and his origin.
He was unique in this regard, and the Book of Acts merely records the event without passing judgment upon it.
Paul's disagreement with Barnabas over including John Mark could has also caused a scandal. But, instead, Mark went with Barnabas on a Missionary Journey, and Paul got another traveling companion named Silas. The Early Church survived this early conflict, and the words of Paul have come down to us in a bigger edition with more circulation than The Boston Globe could ever dream of.
