If God is all knowing then how does He not know a person’s thoughts?
He does. I’m saying the Roman Catholic just doesn’t ask for forgiveness and that’s it. Every Roman Catholic I’ve talked to mentions having to do something like say so many hail Mary’s, other things, etc.

Of course He knows everyone's thoughts.
You do realize, don't you, that prayer is for our benefit, not God's?
Or do you really think that we can inform Him of something that He is not aware of?
