EOs are not nationwide laws. They have no authority over any regular citizen.
Assuming the dems lose at lease one house of congress in November, this is going to be the strategy through the 2024 election: executive orders, administrative decisions, gridlock on any legislation (blamed on Republicans, moreso on the ones who won’t break with the party line because they are just puppets of Trump), and because their whole hold on power is based on a gossamer thin authority that can disappear in a moment with a court decision or the next president, leaning into that fear forever and ever.

This might seem like a strange question to you but why was biden able to shut down the keystone pipeline by EO but not change the rule on abortions.
