Yesterday the Vatican released the prayer (read it here) which Pope Francis will use at the consecration ceremony on the Feast of the Annunciation. He has extended an invitation to all bishops to offer this prayer in their own cathedrals with their presbyterate. It is reported that Pope Emeritus Benedict XVI will also offer this consecratory prayer, but in private (presumably in his personal residence without any media coverage).

Thus, time and events will clearly indicate if this consecration was the long-awaited one requested by Our Lady of Fatima. If Russia converts and there is peace in the world – both occurring very soon after the consecration – then we will know it was The Proper Consecration. On the other hand, if the situation in the Church (regarding morals, faith, worship, etc.) and in the world (regarding war, economics, tyrannical control, etc.) continues to deteriorate with no end in sight, we will know Heaven still awaits a proper Consecration.

According to non-canon sources, failure (arguably, had been since 1960) will result in a great chastisement, most often the chastisement referenced is the "Three Days of Darkness".
The author puts it gently, but "going through the motions" or "phoning it in" as it seems this article suggests between the lines I don't think is going to please the Good Lord.
You can all relax. Jesus is coming just as He said he would. He is coming in the manner He showed to John and is recorded in the Book of the Revelation of Jesus Christ, and in John’s Gospel. We are coming to the end of the first 6000 years of the Salvation Story started with Adam and Eve in Eden. Brace for Impact!

My understanding is that Orthodox bishops were not invited to participate. Given Eastern Orthodox is dominant as religion goes in Russia, would it not have been prudent to ask them?

I would like to believe that those involved in keeping the events of Fatima alive are people of good will. However, if every consecration is ruled defective over one technicality or another then it’s starting to appear to be an endless grift.

I really don't think that's at all what's meant by "the conversion of Russia"; it's the conversion of Russia away from the errors of atheism, materialism, and communism, and back to Christianity.
Of course the Book of Revelation will be fulfilled but Jesus speaks of days so dark and evil that if they are not shortened, no one would be saved. Many Catholics, probably also quite a number of Christians, desire the Virgin’s mitigating influence. I don’t believe in the Rapture (don’t know whether you do or not) so I just don’t think it’s “relax” time. St. John Henry Newman composed a beautiful prayer in which he asks the Lord to please spare him trials that would be too much for him to persevere through.

This “One Who is to rule all the nations with a rod of iron,” is the Returned Christ (ref. Ps.2:6-9;Rev.19:15); it’s a direct reference to Jesus’ literal 1,000-year return on the Earth from his throne at Jerusalem.
This Most Highly Exalted Woman has assuredly given birth to this One, and He has assuredly ascended to the Throne of God.
But the Great and Terrible Day of His Glorious Appearing shall be at an hour already appointed, and known only to The Father, as Jesus himself taught.
We may certainly, sincerely express our desire for God to restore all things, and it is righteous for us to do so. But God will not hasten the day, nor the hour, because he perseveres in longsuffering that every single soul who can be saved will be; that none who might be saved shall be lost, but that Christ shall indeed have all the fullness of the reward for which he suffered.
