1. An openly declared Caliph. (Abu Bakr al Baghdadi is dead, and no one now openly claims the title)

2. Exert sovereignty over some territory. (ISIS no longer does)

We can assume that Islamist attacks did occur during the Caliphate. But, did any Islamist attacks, whatsoever, occur before the Caliphate? If the answer is yes, then the fact of a Caliphate being present has zero bearing on whether attacks occur or not, in which case, the title swings and misses at Trump.
