Not unless Jews can also pray on top of Temple Mount. I know that many sages have said that since no one knows precisely the location of the Temple itself upon the Mount, that therefore no one knows the precise location of the Holy of Holies - and thus no Jew can go on the Temple Mount because they would risk stepping within the boundaries of the Holy of Holies, something that is forbidden to anyone except the High Priest - and that only on Yom Kippur.
But still, this has to be a two-sided agreement.
