This is about preventing churches from being centers of political conversation, activism, and rallying for the 2020 election.
This is about disenfranchising those people who "cling to their guns and their Bibles."

You can’t close down churches for a year for any reason. It appears they have no more regard for the first amendment than the second.
I’ve talked with quite a few people the last few days. It’s unanimous.
I live about 2 miles (as the crow flies) from Illinois. The contrast between a Republican-led state and a dem-led state is pretty stark. Here in MO, we’ve been encouraged to do social distancing, and masks are encouraged, but never required. Churches and restaurants can open if they want to—most, again are keeping people a few feet from each other. Across the river, even though most of the Wuhan virus cases (a racist statement according to San Antonio TX city gov’t) are in the Chicago area, the whole state remains on lockdown. I think that a lot of people are coming around to your way of thinking...including the language.

It's interesting how Christians will justify different sides of an issue or cause using different scriptures. What comes to mind?

My guess is that similar Romans 13 type arguments existed among 1st century Christian Jews living under Roman rule in Israel.
