The Gospel specifically says the parable was told to those who trusted in themselves and nothing about the Vatican style of confession. Nothing about a priest, nothing about having to do penance.
The parable specifically discusses two Jews in the Temple (where priests did serve). There is nothing about the Vatican style of confession, and nothing about having to do penance per se, although the Law of Moses penance would apply.
Instead, told to those who think their works can save themselves.
Not quite, it was to those which trusted in themselves that they were righteous, and despised others:. There is no lesson of those who think their works can save them. Rather, the lesson is that every one that exalteth himself shall be abased; and he that humbleth himself shall be exalted. So the primary error was in despising others rather than having humility.
And Confession, because it is in Scripture, is not solely Roman catholic anyways.
Of course it is not solely Roman Catholic; it is practiced by Catholic (Roman or otherwise) and Orthodox Christians throughout the world.
