According to Edward Pentin at the
National Catholic Register, the likely candidates are:
Archbishop Luis Francisco Ladaria Ferrer S.J., Secretary to the CDF, Cardinal Christoph Schönborn, Archbishop of Vienna, and Archbishop Bruno Forte of Chieti-Vasto.
Forte is the one who wrote the infamous paragraph in Amoris Laetitia and bragged that Francis told him to write it as ambiguously as possible.

Muller has been a non-player in the
Amoris laetitia furore and has done little of what a prefect of the CDF should have done. He's on record as saying that AL is in perfect conformity with the writings of previous popes and that there's nothing to see here, folks.
He should have been the author of the
dubia and he should have been at the forefront of this fight.
I hope he's learned that if one is going to get shafted, one might as well get it for doing one's job and doing the right thing, rather than fence-sitting and prevaricating.

Cardinal Müller is one of the cardinals who sought to interpret Amoris Laetitia along the lines of a hermeneutic of continuity with Church Tradition. This was enough to put him among the critics of the new course imposed by Pope Bergoglio.Bergoglio is a cowardly worm - putting out an ambiguous encyclical, and pushing the desired anti-Tradition interpretation by praising others who so interpret it and bullying others for pro-Tradition interpretation.
