Eastern Orthodox do not recognize the Pope, they never have. If you do not recognize the Pope you cannot be a RC.
They don’t have any sort of Apostolic Succession for leadership. All Bishops are independent and of equal authority.

At the risk of sounding more argumentative than I am using RC documents to claim that Eastern Orthodox Churches are Catholic is like Lutherans trying to claim Baptist as the same thing. You have to look at what they say about themselves. They do not consider themselves to be Catholic.
