Absolutely false — Jesus did not found the church on the apostles, he founded his church on his own death and resurrection: this is exactly why Jesus said to Peter get behind me Satan!

Note, as well that Jesus claimed personal responsibility for both his death and resurrection: The reason my Father loves me is that I lay down my life--only to take it up again. No one takes it from me, but I lay it down of my own accord. I have authority to lay it down and authority to take it up again. This command I received from my Father.

As regards the oft-quoted Mt. 16:18, note the following Early Church Fathers promise in the profession of faith of Vatican 1:

For this is the solemn rock of religion, this the basis of salvation, this the wall of faith and the foundation of truth: 'For no other foundation can anyone lay than that which is laid, which is Christ Jesus.'
