I don't know if it's God's ‘plan’ per se, but Scripture does state that one of the fruits of the Spirit is longsuffering (Galatians 5:22-23).
For those who refuse to place their trust in the finished work of Christ, I would say suffering is merely the human condition (just my own opinion).
