Actually, God made a covenant with Abraham, the father of faith to all who believe, before he was circumcised and before there was ever any Law given. The covenant given at the time of the Law was more limited in nature and more specifically operational for the maintenance of the political entity. The covenant with Abraham was prior to that. The decalogue has its significance only in the context of the pre-existing Abrahamic covenant. Anyway, God did bring his Word to the world through the Jewish nation.
