I’m sorry, but read the text quoted. If God sends a plague, He warns first, usually more than once.
So it’s quite doubtful that an unusual number of flies in a single region constitutes a deliberate plague.
Question, if it is a deliberate plague, why did God choose that neck of the woods and not San Francisco or Chicago?
If something doesn’t make sense, it’s because it’s senseless.

I had to check out “this bag full of water” thing. Never heard of it before and sure enough it’s just some nonsense folks have fooled themselves into thinking works because all the other fools are doing likewise.

I haven’t noticed any more than usual here in the Florida Panhandle. Actually I don’t think I have seen any recently.
When I lived in Western Kansas there were not many insects but they really did have a fly problem. Big nasty biting ones at that. Once we had a plague of crickets but it didn’t last long.

Well, let's see. IF Mississippi leads the nation in church attendance (which they do);
...and if they're fairly low on the # of abortions per capita (which they are)...
...and IF this is actually some sort of mini-judgment...
...THEN at least one New Testament passage kicks in as "current":
