I'll give you 3/1 odds on a hundred bucks right now that it won't come out until after the election.
If Warner Bros. is just now negotiating for the film rights, there's no way you're going to see this movie in time for the general election a year from now. Assuming they get the rights tomorrow, here's likely timeline:
A couple of weeks of calling in writers to hear their pitches on how they'll tell the story
Once they pick the writer, a couple of months to get a first draft.
Another couple of months of notes meetings and rewrites.
Sending the script out to actors to get them on board.
Negotating with talent and trying to get everyone's availability calendars synced.
More rewrites that the actors or director insist on.
Pre-production, location scouting, costuming, set design, etc.
Two month shooting schedule.
Post-production: Editing, scoring, sound editing, testing, re-cutting, testing, making prints.
Marketing and Publicity
If we see this movie before the 2014 mid-terms I'll be surprised.
I like to think of them as Mormon Evangelists...
