There is a message being sent here - and not to the faithful. Since the Paulus Institute is dedicated to the promotion of the TLM, I'm not sure that they are the intended recipient.

Cardinal Wuerl, on the other hand is fighting the TLM, and will not permit any celebrations of it without his express and written permission.

I wonder if this is the public face of a private rebuke. If so, we may see a reversal or announcement of a new date.

OK, Weurl makes sense. (But not really if he is the one putting the brakes on this. Like you said, Mark, we may see a reversal of this.

Donald Cardinal Wuerl, worst in show of the remaining American cardinals who are active as diocesan ordinaries, will turn 75 and be required to submit his resignation as DC Archbishop on November 12, 2015. With good fortune, that resignation will be accepted immediately and he will be replaced by a Catholic. Not that I am counting the days or anything.
