TO the CLERGY and ADMINISTRATORS of the DIOCESE:

The Lord has provided our Diocesan Church with its eighth diocesan bishop. The Apostolic Nuncio, Archbishop Pietro Sambi, made the announcement this morning. Since, the See of Altoona-Johnstown becomes vacant, I have been named the Apostolic Administrator for the time being.

Our Holy Father has appointed the Rev. Msgr. Mark L. Bartchak, currently the Judicial Vicar of the Diocese of Erie, as the next Bishop of the Diocese of Altoona-Johnstown. The announcement is being made to the public here this morning at a media conference to be held at 10:15 a.m. in Carmel Hall at Garvey Manor. You are welcome to be present.

The Nunciature has designated Tuesday, April 19, at 2:00 p.m., for the ordination/installation. While this is a busy week in itself, welcoming our new Shepherd during Holy Week can be very symbolic for us. I hope to have the Chrism Mass changed to Holy Thursday morning in order to give Bishop-Elect Bartchak the opportunity of celebrating with the whole Diocesan Church just two days after his ordination/installation as the Bishop of Altoona-Johnstown.

Bishop-Elect Bartchak will be a familiar face to those associated with the Pennsylvania Catholic Conference. I know him, as well. I welcome him and look forward to his pastoral leadership among us.

I am particularly grateful to Archbishop Pietro Sambi, the Apostolic Nuncio, for the solicitude shown through this whole selection process not only to us as a Diocesan Church but to me personally, as well.

As of today, please change the previous intention in the General Intercessions to the following:

“That Bishop-Elect Mark find favor with the Lord, as he prepares to shepherd the Faithful of this portion of God’s Household, - Let us pray to the Lord.”

The insert in the Eucharistic Prayers should be the following, until the day of ordination:

“…Benedict our Pope, Joseph, the Apostolic Administrator of our Diocesan Church, Mark our Bishop-Elect, ….”

As of today, the functions of the Presbyteral Council and the Pastoral Council cease, as do the offices of the Vicar General and the Deans. In accord with the Code of Canon Law, I hereby delegate to the former VG and Deans, until the day of ordination and installation of our new Bishop, the powers and authority that they enjoyed to this date. The College of Consultors continues in its functions.

I take this opportunity to thank you once again for your support during my stewardship as your Diocesan Bishop. Know that I will continue to be grateful to you for your cooperation during the next several months in my status as the Apostolic Administrator of our Diocesan Church. Blessings!

Bishop Adamec is holding a press conference at 10:15am to announce the appointment of our new bishop for the Diocese of Altoona-Johnstown, PA.

Has anyone heard anything about Rev. Msgr. Mark L. Bartchak, currently the Judicial Vicar of the Diocese of Erie?

I’ve never heard of him & I wasn’t aware Bishop Adamec was leaving. I hope this turns out to be a good thing for the diocese, considering the Bishop is a lib.

Has anyone heard anything about Rev. Msgr. Mark L. Bartchak, currently the Judicial Vicar of the Diocese of Erie?

I have had the opportunity to interact with Msgr. Bartchak several times while I was a seminarian in Erie. From the times I have spoken with him, I would say that he is fairly quiet and reserved, and also hard-working. He was also one of the spiritual directors for the seminarians at St. Mark Seminary - some of the other seminarians there know him much better than I do.

One other thing I forgot to mention - Msgr. Bartchak's background is in Canon Law, which lends itself to priests that are a bit more on the conservative side.

I can't say that Msgr. Bartchak is particularly traditional (I don't know that for certain one way or the other) but I certainly never got the impression that he is a liberal.

Count me among the optimistic.

Yes, he is Judicial Vicar and works in Canon Law. I would imagine Cardinal Burke is familiar with him given that background, and Cardinal Burke is serving on the Congregation for Bishops, so I think its safe to assume he was properly vetted for the position.

WASHINGTON—Pope Benedict XVI named Msgr. Mark L. Bartchak, a priest of the Diocese of Erie, Pennsylvania, bishop of the Diocese of Altoona-Johnstown, Pennsylvania, and accepted the resignation of Bishop Joseph Adamec, who reached the retirement age of 75. The pope also named Father Christopher J. Coyne, a priest of the Archdiocese of Boston, auxiliary bishop of the Archdiocese of Indianapolis, assigning him the Titular See of Mopta.

The appointments were publicized in Washington by Archbishop Pietro Sambi, apostolic nuncio to the United States.

Mark L. Bartchak was born January 1, 1955 in Cleveland. He attended Catholic grade schools and high school in Ohio, New York and Pennsylvania and attended St. Mark Seminary of Gannon University in Erie and Christ the King Seminary in East Aurora, New York. He was ordained a priest of the Diocese of Erie on May 15, 1981. He holds a licentiate and doctorate in Canon Law from The Catholic University of America.

Since ordination, he’s served as parochial vicar at St. Francis Church in Clearfield, Pennsylvania, and St. Leo Magnus in Ridgway, Pennsylvania. He served as diocesan vicar for canonical affairs from 2004-2006 and judicial vicar from 1992-present. He is also a past president of the Canon Law Society of America.

Bishop Joseph Adamec was born August 13, 1935 and ordained a priest July 3, 1960. He’s served as bishop of Altoona-Johnstown since 1987. The Diocese of Altoona-Johnstown covers 6,674 square miles in the State of Pennsylvania. It has a total population of 638,969 of whom 94, 284, or 15 percent, are Catholic.

As a past president of the Canon Law Society of America, he certainly would have known Cardinal Burke.

Bishop-elect Mark Leonard Bartchak was born January 1, 1955in Cleveland, Ohio. He is the son of Rosemary (nee: Beck) Bartchak-Shay of Garfield Heights, OHand the late Leonard Bartchak. His mother’s ethnic background is German and Irish and his father’s background is Polish. (In the Polish language, the family name is Bartczak.) Bishop-elect Bartchak’s parents were founding members of St. Monica Parish in Garfield Heights, OHwhere he was baptized.

 

Bishop-elect Bartchak is the 5thof eight children. His sisters and brothers are Susan M. Gardner (husband David) of Hockessin, DE; Barbara A. Barron (husband David) of Plano, TX; Michael B. Bartchak, of Woodbridge, VA; Philip F. Bartchak (fiancée Sharon) of Pittsburgh, PA; Matthew G. Bartchak (wife Michelle) of Chardon, OH; Elizabeth T. Parsons (husband James) of Willoughby, OH; and Laura J. Tobergte (husband Mark) of Galloway, OH. He has many nieces and nephews and several great nieces and nephews.

 

He attended Catholic elementary and secondary schools, graduating in 1973 from BradfordCentralChristianHigh School, Bradford, PAin the Diocese of Erie. His college studies were at St. Mark Seminary and GannonUniversity, Erie, PA, where he received a Bachelor of Arts degree in Philosophy in 1977. He also studied for the priesthood at Christ the King Seminary, East Aurora, NY, receiving a Master of Arts degree in Theology in 1981. He studied canon law at The Catholic University of America in Washington, DCwhere he received the Licentiate degree in 1989 and the Doctorate degree in 1992.

 

Bishop-elect Bartchak was ordained a deacon at Christ the King Seminary on September 22, 1980and served as deacon at St. Joseph Parish, Warren, PA.He was ordained a priest for the Diocese of Erie on May 15, 1981, by the late Bishop Michael J. Murphy at St. Peter Cathedral, Erie. In 2000 he received papal honors from Pope John Paul II with the title of Chaplain to His Holiness.

 

Immediately after ordination to the priesthood, Bishop-elect Bartchak was assigned as temporary parochial vicar at St. Joseph Parish, Warren, PA.In August 1981 he was assigned as parochial vicar at St. Francis Parish, Clearfield, PA.He was also assistant principal and theology teacher at St.FrancisHigh Schooland part-time chaplain at the ClearfieldHospital. He was transferred to St. Leo Magnus Parish, Ridgway, PA, to serve as administrator of the parish for several months when the pastor became ill. He was then appointed parochial vicar at St. Leo Magnus Parish. His duties included pastoral care at the ElkCountyGeneralHospitaland the Elk County Prison. In these early parish assignments he was active in local ecumenical clergy associations. He was a speaker at ecumenical and civic gatherings. He gave retreats for Catholic schools in ElkCountyand preached at various days of recollection and liturgical celebrations in the area.

 

In 1982 Bishop-elect Bartchak was appointed part-time Defender of the Bond, and in 1986 he was assigned full-time to the Tribunal of the Diocese of Erie. During his time in Washington, Bishop-elect Bartchak assisted as a confessor at the Basilica of the National Shrine of the Immaculate Conception and at the U.S. Naval Academy in Annapolis, MD.

 

In 1992 Bishop-elect Bartchak was appointed by Bishop Donald W. Trautman as Judicial Vicar and Director of the Office of Conciliation & Arbitration of the Diocese of Erie. In addition to these duties, he was named Vicar for Canonical Affairs of the Diocese of Erie in 2004.

 

In the Diocese of Erie, Bishop-elect Bartchak has been an ex-officio member of the presbyteral council, the administrative cabinet and various diocesan committees. He served on the planning committee for the establishment of the permanent diaconate formation program of the Diocese of Erie. He has been a confessor and spiritual director for Project Rachel at Catholic Charities Counseling Services of the Dioceses of Erie, and chaplain to the St. Thomas More Society in Erie. He has also been a spiritual director at St. Mark Seminary, Eriesince 1991. For the past several years he has celebrated Mass each month for the men in the Erie County Prison. He has also been a confessor at the Catholic chapel at Millcreek Mall, the largest retail shopping center in northwestern Pennsylvania. He is a member of the Board of Corporators of St. Vincent Health System in Erie.

 

In addition to his duties in the Diocese of Erie, Bishop-elect Bartchak has been involved in various roles in the Church on the state, national and international level. In 2004 he was appointed to the Administrative Board and the Executive Committee of the Pennsylvania Catholic Conference. In 2007 he was appointed as a consultant for the USCCB Committee on Canonical Affairs and Church Governance. Bishop-elect Bartchak has served as canonical consultant for a number of bishops, dioceses, seminaries, and religious institutes. He has also served as a judge for the Congregation for the Doctrine of the Faith and as a visiting judge in various diocesan tribunals. He has also given presentations to clergy and laity in various places (including a study day for priests of the Diocese of Altoona-Johnstown in 2004).

 

Besides his doctoral dissertation, which examines canonical issues concerning spiritual formation in diocesan seminaries, he has published articles on canon law topics in various journals. He has given lectures at the faculties of canon law of The Catholic University of America, Washington, DC, The Catholic University of Lublin, Poland, and St. PaulUniversity, Ottawa, Canada. He has conducted seminars and workshops for canon lawyers in the United States, and for civil attorneys of the Erie County Bar Association. For the past several years he has been a member of the teaching faculty of the Institute on Matrimonial Tribunal Practice held each summer at The Catholic University of America, and he has taught canon law for the permanent diaconate formation program in the Diocese of Erie.

 

Bishop-elect Bartchak is a member of the Canon Law Society of America (CLSA) and the Mexican Association of Canonists. He has served on several CLSA committees. In 1999 he was elected to serve on the CLSA Board of Governors and later he was elected to serve as Vice-President (2002-2003) and President (2003-2004) of the Canon Law Society of America. During his term as President, Bishop-elect Bartchak represented the CLSA at private meetings at the Vaticanwith officials of various Congregations, Councils, and Tribunals of the Apostolic See.

 

He has always had a great love for parish ministry. When he returned from his canon law studies, Bishop Trautman approved his request for residence in a center-city parish. Bishop-elect Bartchak has been in residence at St. Stanislaus Parish in Eriefor almost twenty years where he celebrates Mass each day. He also assists in hearing confessions at the parish and has participated regularly in other liturgical, spiritual and social events, including parish retreats and often as homilist for the annual Corpus Christicelebration. In recent years he assisted the pastor of St. Stanislaus Parish in the pastoral care for refugees (including Chaldean Catholics from Iraq) who have been sponsored for resettlement by Catholic Charities of the Diocese of Erie.

 

Bishop-elect Bartchak is a member of the Knights of Columbus and has remained affiliated with Council 409 in Clearfieldwhere he first joined in 1981. He enjoys reading, music, cycling, and doing handyman projects in the parish and with his family. In 2000 he was involved in the design planning and refurbishing of St. Stanislaus Church in Erie.
