A public pronouncement by the Pope in consistory, solemnly confirming previous appointments to episcopal sees and other offices. At one time all new bishops were appointed by the Pope before such an assembly of hierarchy; however, today this is not always possible. Therefore, they must be given solemn proclamation in consistory. This preconization, not the former appointment, determines the precedence of bishops. (Etym.
