With the possibilities presented, I leave it up to the reader to decide for themselves what the correct answer is. We probably wont know for certain until we get to heaven.
What do I believe? I lean toward the dinosaur theory. You may say, How can Bible writers, such as David in Psalm 74, write about a dinosaur if it lived 65 million years ago? This is simple. There were certainly dinosaur fossils available in Bible times.
They are in the rocks now, so they must have been in the rocks then. David, and others, probably saw these fossils, and wrote about them (see Paleontology Pioneers and Aboriginal Dinosaurs?

Any mention of then-living New World animals unknown to the contemporaries who wrote the Bible, such as black swans, in there? I didn’t think so. Giant creatures are a common theme in all ancient cultures.

My family enjoys the Answers in Genesis ministry, Ken Ham is the founder. His materials (books, DVDs) cover this passage and much more. I majored in Environmental Science (I know, but I was more liberal then) and even though I wanted to believe what was in the text books, there were a lot of holes in the information. Ken Ham challenges many of the assumptions upon which evolution is based and I have to say, he makes much more scientific sense than most of what I was taught in my evolutionary biology classes.

It could still be an elephant and the tail could actually be referring to the elephant's trunk.
My favorite was the on that couldn’t be found, the Nobodysaurus.

An elephant still works. Note that the verse states the tail MOVES like a cedar, not that the tail IS like a cedar. A cedar moves slowly and little in the wind, like an elephant's tail. It's not a fast twitch, but a slow motion wave.
The tail moves like a cedar, the tail is not like a cedar.

uhm.. yeah.. people are always confusing an elephant's head with his a$$. You might think the eyes and mouth are a trick to confuse larger predators.
