Correct. There is also an interesting word study of the phrase “sundry times” in the Greek which renders a better translation of “fragments”. The meaning then becomes more explicitly understood when studying OT Prophecy, that prior to the Incarnation, the Second Person, the Son, revealed things in fragments. The age between Moses and Christ knew different things than between Abraham and Moses.
