Instead of refusing them Communion, maybe the Church should refuse to bury them with a Catholic funeral. Maybe they'll start thinking more seriously about it.
As a faithful Christian that might be meaningful to you, but to a secular humanist it would mean: "Great - no consequences for my behavior in this life. In the hereafter, who knows? Maybe God is a liberal woman!" I exaggerate, but only slightly.
