During the campaign, Arnold said that he would be applying to Bush for federal funds to help offset the costs of illegals in our state.
Afterall, our nations borders are not being protected and that is a federal duty. Yet, it is the southwestern states that are bearing the enormous financial burden of education, welfare, housing, medical incarceration etc. of illegals.

I agree. (Sure, we benefit from reduced labor cost. Sure, most illegals work hard and pay many as-you-go taxes such as sales taxes and, through rent payments to landlords, many property taxes too. But those economic pluses are dwarfed by the marginal added COSTS involved.)

I just scanned this article, but overall I like it, esp. the spending cap!

If every governor applied this kind of fiscal pressure on the federal government, maybe they would begin to protect our borders.
And since 9/11, there has been a tidal wave of illegals pouring over the border. Any one of them could have been a terrorist carrying whatever he wanted with him.

He should also do something about the $8 billion gap since that's in next year's budget. I think I could support a bond to roll over the accumulated Davis hangover if there was otherwise no deficit this year, and tough measures were put in place to prevent this from happening again.

If he can take the bold budget-cutting steps now, by three years from now they will be forgotten, and he'll be re-elected easily.

IIRC, it's already been done and we're on an (illegal) credit card rollover already. Then there's that Prop 13 Constitutionally-required-balance-the-budget-and-ask-the-voters-to-borrow-money thingy.

But now that he has been elected governor and I am trying to assess where he is going from here, I find myself coming back to his many statements during the campaign that gave us broad hints about the direction he intended to take.

Because this makes more sense to the media then just waiting to hear what he's going to do.

The article discussed all of this- including why what 'has already been done' looks like it is being undone by the courts, and what can be done about it, and how Arnold could possibly try to make it politically palatable to borrow through this.

Arnold is a very smart man! "Being vague" on his economic policies keeps the Liberals off balance, and reduces them to a defensive position of reacting to Arnold's policies. If Arnold stays on the offense it increase his chances of beating any opposition that may arise.

Why "borrow through" when the fat is there? I don't accept some of the premises in the article because the devil is in the details of how that money is spent. Half the education money never gets to a classroom.

California could make a case that money spent on services, such as medical treatment, for indigent illegals should be reimbursed by the Federal government, since the borders are a Federal responsibility. That would save California about $4 billion per year, if the numbers I've heard are accurate.

Weintraub's speculation here sounds reasonable. The number may be significantly higher than $20 billion, though. I'd be surprised if it's that low.

Well, maybe. But, there's a wrinkle. Article 2, section 8 of the state constitution states that: " (d) An initiative measure embracing more than one subject may not
be submitted to the electors or have any effect."

So, there would have to be, at minimum, two separate measures: one for the bond, one for the spending cap. Lots of opportunity for monkey business here.
