He should also do something about the $8 billion gap since that's in next year's budget. I think I could support a bond to roll over the accumulated Davis hangover if there was otherwise no deficit this year, and tough measures were put in place to prevent this from happening again.

If he can take the bold budget-cutting steps now, by three years from now they will be forgotten, and he'll be re-elected easily.

Well, maybe. But, there's a wrinkle. Article 2, section 8 of the state constitution states that: " (d) An initiative measure embracing more than one subject may not
be submitted to the electors or have any effect."

So, there would have to be, at minimum, two separate measures: one for the bond, one for the spending cap. Lots of opportunity for monkey business here.
