Clearly she is positioning herself to run for President, either in '04 if Bush dips in the polls or, more likely, in '08.
The funds will be used for, among other things, dispensing to various other candidates. When she runs for Prez the fund recipients will then help her.
By building a huge network of Kool Aide drinkers, Hillary can intimidate other Dems and keep them from opposing her or get them to withdraw (ala Nita Lowry).
