AP, TORONTO - Close your mouth. Look into the camera. Don't smile. Don't frown.
Canadians applying for passports must now submit photos showing "neutral expressions". They cannot be smiling, frowning, glaring or grimacing, the Canadian passport office said.
The changes follow recommendations from the International Civil Aviation Organisation, the UN agency responsible for aviation issues, aimed at making it easier for security personnel to recognise passport holders around the world, a spokeswoman told the Globe and Mail newspaper.
The measure took effect on August 15, but the office will accept photos that do not meet the criteria until November 3. After that, all passports issued will be smile and frown-free.

Prior to one of my computer crashes I had a female pen-pal in Moscow Russia (seeking to improve her English). She informed me that it was because of Gov't regulations that the people of her nation proscribed a serious expression that Russians seldom smile during photos.

I'm sure tis will become mandantory for U.S. passports (and possibly drivers licenses) in the not too distant future.

I never felt like smiling or frowning for a mug shot. It's idiotic to legislate it, though. Damn, don't they have anthing better to nitpick? A sure sign of bored politicians with too much time on their hands. Be very, very afraid. Why don't you fat cats find something to REPEAL? It might keep you busy for a few hours.

My guess would be this is to make face recognition technology able to work from the digital photos of passports.
