Former Dallas City Council member Al Lipscomb has been approved by the Dallas City Council for a seat on a board that reviews complaints of police misconduct for the city.
Mr. Lipscomb, a civil rights advocate, won a seat on the Dallas Citizens Police Review Board by an 11-4 vote. The vote was on the entire slate of the police review board after council member John Loza tried to remove Mr. Lipscomb's name from the slate for a separate vote. That move failed, and Mayor Laura Miller and council members Mitchell Rasansky, Bill Blaydes and Mr. Loza voted against accepting the appointments.
The board hears complaints from citizens about their dealings with officers and makes recommendations to the Police Department and city administrators.
The 78-year-old was convicted on bribery charges in 2000, but that conviction was overturned last year.
The board position would represent his return to an official role in city affairs.
The approval came after Council member Don Hill made an impassioned speech on Mr. Lipscomb's behalf and urged other council members to "feel our pain today" in the wake of Tuesday's firing of Police Chief Terrell Bolton by City Manager Ted Benavides.
"Right now, it's 8-7 (against)," Mr. Hill said. "We're asking someone to help us."
Earlier in the meeting, angry black residents upset over the firing of Chief Bolton, the city's first black police chief, disrupted the City Council meeting. Members of the audience shouted Ms. Miller down as she tried to talk about Chief Bolton's firing.
Black members of the council also criticized Mr. Benavides for firing Chief Bolton and asked for an explanation about why the chief was fired.
"We will not sit back and let this continue," said Council member James Fantroy. "This is a slap in our face like it's never been slapped before. We won't put up with this any more, this is not the 1950s."
Mr. Benavides did not respond Wednesday, but on Tuesday, he said that an accumulation of issues played into his decision.

I hate to see this stuff starting up. John Wiley Price had seemed to tone it down the last couple of years. In the initial report on Bolton's firing, his comments in the DMN was pretty nothing. But later, he seems to be reverting back to the JWP I used to know. This will get stuff stirred up in Dallas for a while it appears to me now ...I hope I'm wrong.

The other Dallas black thug is Dallas County Commissioner John Wiley Price ("If you want to bribe a county commissioner, be sure you consider price") fits in there somewhere. While the usual black racists are thumping the tub, Al and Price have been strangely quiet. They are usually knee jerk blacks who jump to the loud defense of ANY black under attack no matter what the facts. Their silence so far leads me to believe that the Mayor has got some real goods on Bolton.
By the way, if you watch Bolton on TV you'll swear that he is related to Gary Coleman, one of the leading candidates for the California governor's vacancy.
