The Bush speech was planned. They said he would not endorse a candidate for California govenor (that was before the outage).

What was the reason for addressing the country from San Diego tonight prior to this blackout? In 2001, it was stem cell research. I hadn't heard he was preparing to announce anything newsworthy.

I really don't know, all I heard was that he was going to speak in San Diego and that he wouldn't endorse a candidate. Perhaps it was planned as a fund raiser speaking engagement and has been opened up to the whole country because of the power outage.
