Actually...most people DO need the concept of a 4-way stop explained to them.

I moved to a more rural area with many 4 way stops last year. I really had no idea but I thought you took turns in a clock like direction. One day, I finally broke down and asked my husband and he explained the, much more logical, rules to me. Luckily, I didn't kill anyone.

Shepard Smith is reporting about airplanes landing in NYC after the power went out. Most of them from outside the USA w/ many people who don't speak English. They're confused and think they're going somewhere to find a hotel room.
