So far, they're only covering Manhattan. Not to state the obvious, but there's the Bronx, Brooklyn, Queens, etc.

I remember '77, the 40 burnouts on the corner across the stret from my house in Queens let out a cheer when the lights went out, but there was no serious looting in that borough.

Every buiseness has riot gates in the city these days, there will be looting,but it will probably be limited.
