California Republican Assembly gives overwhelming support to Senator McClintock over last year's pick
Burbank Senator Tom McClintock on Sunday received the endorsement of the California Republican Assembly (CRA) for his candidacy for governor in the October 7 recall election.
The CRA is the oldest and largest Republican grassroots organization that played a key role in last years come from behind victory in the Republican primary. The endorsement was at a special endorsement vote of the California membership during the convention National Republican Assemblies held this past weekend at the Burbank Hilton.
"The California Republican Assembly has consistently been in the trenches working to bring Californias bureaucracies back under control, and roll back the regulations and taxes that are choking our economy," said Senator McClintock. "The endorsement of the CRA provides a great boost to my campaign. The grassroots will be instrumental in getting out the vote in the upcoming election."
Senator McClintock has spent 20 years in the public policy arena fighting for fiscal reform. Last fall he received more cross-over Democratic votes, more independent votes and more total votes than any other Republican on the ballot. He also received 103,000 more votes in his run for Controller in November 2002 than the Republican top of the ticket.
Senator McClintocks campaign for Governor will focus on rescinding the tripling of the car tax, voiding the $42 billion in outrageously overpriced electricity contracts and reforming the workers compensation system.

Editorial - A ready-made budget for would-be governors
Attention, candidates - whether frontrunners, longshots or fantasy play- ers. There's a detailed state budget proposal available that combines reform, restructuring and selected cuts in duplicative programs to promise a $1.5 billion surplus in 2005 - with no tax increases, no cuts in services deemed vital by most Californians, but with improvements in the business climate sufficient to permit the creation of an estimated 600,000 new jobs over two years.
In a recall election whose inescapable backdrop is a state spending crisis that the Legislature and governor punted into next year, the Citizens' Budget offers a benchmark by which candidate seriousness can be judged.
It was prepared jointly by the Performance Institute of San Diego, a think tank dedicated to advocating performance-based management practices for government agencies, and the free-market Reason Public Policy Institute in Los Angeles. We wrote about the proposal when it was released April 30, but it has become even more relevant in this season of recall. (The proposal is online at www.rppi.org/cacitizensbudget.html.)
If the recall excitement among voters reflects deep-seated concern over California's fiscal/political crisis (and not simply generalized disgust and fascination with celebrity), the next governor could emerge with a mandate to undertake thoroughgoing reform of how California's government does business. Whether one agrees with every recommendation in the Citizens' Budget or not - it offers a menu of options - it's a good starting point for discussion of a way out.
The Citizens' Budget, as Carl DeMaio, president of the Performance Institute, told us, involves "no smoke and mirrors, but proven ways of reducing spending while improving services."
It starts with a two-year budget cycle to improve planning and increase flexibility, and includes a department-by-department analysis of ways to improve performance through techniques that have been successful in other states. Competitive sourcing, for example - taking bids from outside providers and converting contracts to fixed-price/performance-based rather than fee-for-service - typically saves government agencies 30 percent while improving the quality of services.
The Citizens' Budget, after identifying wasteful management practices and bureaucratic overlap, would offer bonuses to state employees who suggest cost-saving reforms, and cut away some of the regulatory thicket that increases the cost of doing business and discourages job creation. It includes suggestions for workers' compensation reform, and would not reduce the share of revenues that are directed to education under Proposition 98.
Perhaps most important for the long haul would be the Taxpayers Bill of Rights, consisting of three constitutional reforms. A constitutional revenue limit would hold increases in state revenue growth to the sum of annual percentage increases in population and inflation. A modified but slightly more flexible Gann Limit would limit spending. And a balanced budget trigger would make automatic cuts in certain discretionary programs should actual revenues not match revenue forecasts. These three reforms would prevent the kind of overspending in flush times that got the state into the current crisis.
All this is tough medicine, but the result would be a more efficient government and a more business-friendly state. Perhaps it would require a special commission to create a specific and comprehensive reform plan that the Legislature would have to vote up or down. After that the structural reforms should reduce the likelihood of future crises.
Without violating confidences, Mr. DeMaio said some campaigns already have contacted the Performance Institute to get briefings and all major candidates will be or have been sent material on the Citizens' Budget.
The recall campaign will undoubtedly have its circus aspects. If it makes room for serious candidates to introduce and the next governor to implement significant portions of the structural reforms proposed in the Citizens' Budget, it just might lay the foundation for finding a sensible and lasting way out of the current crisis.

McClintock should win
I've been a registered Democrat all my life. From 1983 to 1989, I provided the Democratic Party with free rent and utilities in my Village Oaks Office Park in Westlake Village and free headquarters for congressional, senatorial and presidential candidates.
I was repeatedly named Ventura County Democrat of the Year. One day, the Democratic Party announced in the newspaper that it was shocked that the Democrat of the Year was supporting Republican state Assemblyman Tom McClintock. I answered that I always support the best man, regardless of party affiliation.
If all Californians only knew what I know about Tom's record as state Assemblyman and state senator, they would vote for him to be California's next governor. He is honest, hard-working, dedicated and innovative. He has sponsored fabulous state legislation and is now the most qualified gubernatorial candidate of any party. I'm so sure of this that I'm donating $1,000 to his campaign -- because I love California.

If all Californians only knew what I know about Tom's record... What's this guy smoking? McClintock should simply get out of the race & back Arnold.
Not that it really matters.....Arnold won't really need McK's 5% anyway.
But it is irritating.

It's worth noting that Tom mentioned that budget in his speech during the fundraiser in Ventura County I attended. (Did you go too? Have you been to any of his events?)
He said it was mostly his ideas except for the two year budget cycle. I tend to agree with him that the two-year cycle is just an invitation for more finagling.
Unfortunately, the RPPI.ORG web server is overloaded, so I can't get a closer look at it yet, but I'd certainly like to see more detail.

I was wondering why that budget proposal sounded so familiar! He did talk about it at the kick-off. And I remember his argument against a 2-year budget - too much wiggle room for cooking the books.

Tom came out indirectly in support of Prop 187 last night during an interview - he said it's never had a fair day in court due to Davis' abdication of his responsibility to defend the will of the people, and that he intends to give it one.

Well all I can do on FR is post the information as I get it or find it...How people can vote in these polls for anyone other than McClintock is beyond me...Aunold has a shady past to put it mildly and no platform or solutions to the problems in Sacramento...All we know is that he wants programs for the kids and the elderly...well the children already have an after-school program...it's called HOMEWORK! And if anyone watched "60 Minutes" Sunday you would have learned that the elderly have a program...it's called WORK!... VOTE 4 MCCLINTOCK or pay the consequences!
