I'm glad the President of the United States has no such power. Constitutional amendments require that lots of thought go into them, because the process of ammending the constitution is so arduous. The constitution is not a place for fads.

Or you could just give up on a legislative branch and let a Supreme Court make law from the bench.

The constitution is not a place for fads.

There are(at least) a couple of Justices on the SCOTUS who haven't heard.

There is the supreme court. They can do anything they want to create new rights.
