I have to respectfully have to disagree with him on this. A civil war would not bring peace at all. Violence is part and parcel of their (Arabic) world. The children are taught in the Madrassas to hate. It is reinforced in their Mosques, schools, and media. The only thing that would work is total conquest of them and the forbidding of such teachings.
It would be more comparable to what the allies did in Nazi Germany to the Hitler youth. Even then, it would not ensure any peace.

A significant percentage of Palestinians do not want peace with Israel; they want peace without an Israel. I don't think they want peace at all, just for Israel to disappear. The only thing they hate more than Jews is other Arabs.

Prager makes it sound so easy, like going to the polls to take a vote and
poof! the militants are out-voted and lay down their arms. Arafat was not re-elected as their president because the Palestinians liked him. He was re-elected because they justifiably feared for their lives if they voted otherwise. The same goes for raising arms against a better-armed and better trained militia.
I seriously doubt that the general population of civilians would stand a chance, and they have to know that it would be suicide for them to try.
I firmly believe that, now that President has expressed his expectations, that we would be justified in annihilating Hamas, the PLO, and whatever the hell other terrorist organization who stands in the way of peace.
The world basically demanded that we intercede, and so we should -- with our own brand of justice.

It should now be as obvious as anything can be that this is the case. A significant percentage of Palestinians do not want peace with Israel; they want peace without an Israel. If these individuals and groups are not fought by those Palestinians who want peace with Israel, peace is impossible. According to the polls, the percentage that are for war is over 80%, the percentage that are for peace is less than 20%.
If there is a civil war, the percentage for war will be 100%. Therefore the only real solution is for Israel to declare war and win.

No way can America take sides in this publically.
We can encourage Israel to destroy the Palestinians though. Why they have not taken out Arafat is beyond me. There is never going to be a negotiated peace, only a forced peace at the point of a gun. The Palestinian leadership supporting Hamas must be wiped out.
I believe that the road map is a prelude to Palestinian civil war, but it wont come soon enough to save Sharon.
