At Yale Law, a lot of exams aren't scheduled for a particular time. You can take them when you want within the exam period.

What type of mail sized bomb could drop a floor?

Mail isn't just envelopes. Could be a decent sized package, say the size of a breadbox, if not larger. Mailrooms often handle package (UPS, FedEX, Airborne, etc) deliveries also. They also handle "mailing" and shipping via package carriers. So it could be an inbound or an outbound package.
