Let's assume that a 1 Billion dollar tax cut is necessary to move the economy & pull us out. If it were soooo important why wouldn't GW get to work & pull out ALL stops? Why wouldn't the pubbies? Why not pull out all stops for the CONSERVATIVE judges?? Gasshog the word IMPROVE is out of context, as we are speaking of a RATE that could only change by INCREASING or DECREASING. The word IMPROVE has little bearing on the subject of RATE in this context
