I will verify what RCg states here. That is an accurate depiction of the way the GC Article 34 has been interpreted historically, and it is primarily up to the DEFENDING side, not the Offensive side, to assure the separation of civilian and military assets. This is not to say, however, that the offense has NO responsibility of hitting a military target if civilians might be hurt. The offense is required to be able to at least somewhat justify that the military target's worth is commensurate with the number of civilian casualties likely to be inflicted, but they have pretty wide latitude in making that assessment. It is startling how we have been able to pinpoint our bombing to avoid civilian deaths as we have. However, if all we had were dumb iron bombs and Norden sights available to us today, all these attacks in civilian neighborhoods could still have been done without violating the GC, but we would have had to use 100-1000 bombs per target, and there would have been an enormous amount of civilian deaths. And, by the way, if france or germany or any lesser nation had conducted this war, that is exactly how it would have been done. Long Live the US Military!

Well, that's exactly what abc WONT show. Happy children. They can't believe Iraqis would be happy with Americans since they themselves aren't happy with Americans. They could find more America-haters in L.A. or Paris than they could in Basra, but they still went with the story.
